The Board of Directors has validated the new perspectives of the Nice Eco-Valley National Interest Operation by approving the Contract for a Partnership Development Project (PPA) for the period 2019-2032. This amendment involves the extension of the PPA contract by an additional six years (expiring in 2032 instead of 2026), which will strengthen the development of the Eco-Valley.
A new provision under the Elan law, the PPA contract facilitates the implementation of large-scale development operations by allowing various partners to agree on objectives and means.
This PPA contract provides for three new operations in the Eco-Valley: the hameau de la Baronne in La Gaude, Grand Méridia, and Lingostière south.
The EPA Nice Eco-Valley, the pilot of the OIN, will act as developer for these three new projects.
This PPA contract allows for the continuation and amplification of the dynamic launched in the Eco-Valley to operate the economic shift around the eco-industries of the Nice Côte d’Azur Metropolis, bringing jobs and quality of life to its current and future residents: in 15 years, 7,800 housing units, including 35% social housing (2,730) will be built and 7,400 jobs created.
The three new operations
The hameau de la Baronne in La Gaude: an operation that aims to structure a living hub around the existing hamlet. It will be carried out in close consultation with the municipality and will result in a specific partnership agreement with the municipality of La Gaude and the Nice Côte d’Azur Metropolis.
Grand Méridia: a project that gives a new scale to the Nice Méridia technopole. It is notably structured around an urban park of more than 20 hectares to develop a new high-quality living center in Nice.
Lingostière south: development of a sector dedicated to non-commercial economic activity associated with high-quality environmental housing (including 35% social housing) at the foot of the Lingostière slope.
Partner contributions
Partner municipalities contribute up to €90.5 million, of which €64.4 million are already financed under the initial protocol for 2012-2026. Additional contributions under the PPA contract represent €26.1 million. These correspond to the extension over six additional years of annual contributions for 2027-2032.
These contributions are divided into three parts: one-third covered by the State, one-third by the Nice Côte d’Azur Metropolis (19.9%) and the city of Nice (13.4%), and one-third by the Region and the Department equally. The total amount of expenditures amounts to €815 million over 2012-2032 for already committed projects and the three new operations planned under the Partnership Development Project contract.
Since 2012, the commitment of the State and municipalities has generated €900 million in parallel private investments, and now €90.5 million in public funding is engaged to generate approximately €3.5 billion in private investments.
