Mr. Jacques Peyrat, Senator and Mayor of Nice, is delighted that two amendments, co-signed with their author, Mr. Hugues Portelli, have been adopted during the discussion of the bill on university freedoms that took place on July 12th in the Senate.
The first, No. 30 amended Ter at article 16, aims to allow the allocation of scientific bonuses to university teachers and researchers based solely on scientific criteria and upon the recommendation of the university’s scientific council. This amendment is therefore intended to make the process of awarding these bonuses more transparent and to truly broaden the conditions for their granting to include the scientific council, thus clarifying them.
The second, No. 31 amended Bis, also submitted on article 16, specifies that the opinion of the representatives from the discipline concerned with the recruitment of a contractual teacher or researcher must be a binding opinion. It should be noted that this amendment was discussed alongside an almost identical amendment submitted by the senatorial opposition.
Overall, this bill represents a positive and significant opportunity for French universities. It will lay the foundations not only for greater university autonomy but also for the development of essential freedoms in management, research, and encouragement of research, without which the spirit of innovation and invention remains merely a declaration of intent.
