This is why the IDEAL Network and the National Association of Video-surveilled Cities (AN2V) are organizing the “1st National Convention on Urban Video Surveillance,” on December 13 and 14, in Nice, which will combine presentations of the legal and regulatory framework, feedback, and responses to various questions, such as the responsibility of mayors over equipping their cities to increase urban safety, as well as best practices to gain the citizen’s trust and reassure them in this approach?…
Each community must face “its own delinquency”
For mayors, security, a major concern for citizens, is of paramount importance because it is their responsibility to take all necessary measures to ensure the tranquility and safety of people and property within their municipality’s territory.
They respond to the rise in delinquency by creating, with the means available to them, a municipal police force, establishing a CLSPD (local safety contract), conducting active policies in urban renewal, urban video surveillance, etc.
The questions from elected officials are particularly numerous, and it is noted that when a mayor decides to implement a system of urban video surveillance in their municipality, they are often alone facing both technical problems and organizational and strategic ones. Elected officials, therefore, wish to share their difficulties in implementing effective actions in the short or medium term and will be able to pool their knowledge and exchange practices.
Video surveillance: a role of prevention and repression
The term “surveillance” may sometimes be perceived negatively; the word “assistance” would perhaps be more appropriate for the role that cameras and operators should play. Indeed, this video surveillance has already proven effective in many cities concerning prevention and deterrence (reduction in the number of thefts and assaults) and repression (the footage provides irrefutable evidence, thus a valuable aid in case of dispute or false testimony). Finally, it can prevent mistakes, and thus injustice, leading to a sense of revenge for those wrongly accused!
The 2nd day of the Convention will give the floor to Cities regarding the effectiveness and measurement of improvements related to the installation of these systems concerning these various objectives. It is an essential question for elected officials, whether they are contemplating investing in this solution or expanding their systems.
