The Alpes-Maritimes Department is launching its JobDeal to accelerate the return to employment for RSA beneficiaries.

The Departmental Council of the Alpes-Maritimes voted, during its plenary session on February 3rd, to create the “JobDeal” “Service Enterprise +” plan, an innovative support program aimed at businesses that will ensure intermediation between recruiters and RSA (Revenu de Solidaritรฉ Active) recipients seeking employment. The Department will allocate 2 million euros to this program annually.

This innovative initiative brings together the Departmental Council in its goal to rapidly return RSA recipients to employment, and Pรดle Emploi in its aim to fill job vacancies unoccupied for over 20 days.

The benefits are manifold: securing companies and meeting their unmet employment needs, while offering those furthest from employment a reduction in selective criteria and a fight against prejudice.

For Charles Ange Ginรฉsy, President of the Departmental Council: “The Departmental Council devotes considerable resources to the RSA policy. The Alpes-Maritimes is by far the French department where the number of RSA beneficiaries has decreased the most in one year, and this has further accelerated since 2019. Today, out of 100 people who enter the RSA in the Alpes-Maritimes, 60 will have exited within 12 months.”

It is not only about helping people find employment but also about assisting companies in their recruitment processes. Often lacking human resources capabilities, small and medium-sized enterprises struggle to recruit, even for low-skilled positions. Paralyzed by the risk of an unsuitable hire, which could carry significant consequences, they often find their workforce needs unmet.

Leveraging its experience in employment reintegration, the Department aims, through the creation of a “Service Enterprise +”, to propose at least 5,000 job offers per year and to support over 3,000 individuals annually, dedicating 2 million euros to this effort. It will be implemented as of the second quarter of 2020 throughout the entire departmental territory.

The anticipated savings on RSA allocation expenditures is at least 5 million euros.
