During the summer, terrorism once again struck Europeans. Barcelona and the nearby town of Cambrils were attacked on August 17 and 18, resulting in 16 deaths and 130 injuries. Until then, Spain had not been a target for Daesh. Also, on August 18, Finland faced an attack. Committed by a terrorist of Moroccan origin, it resulted in the deaths of two women in the city of Turku. This attack, however, was not claimed by Daesh. On July 28, in Hamburg (Germany), a terrorist also struck, leading to the death of one person.

In this context, the question of European counter-terrorism efforts arises once more. In this regard, Julian King, the European Commissioner for Security, emphasized the progress made so far in combating arms trafficking, money laundering, and in monitoring air travel through the Passenger Name Record (PNR), within an op-ed published in Le Figaro.

During the Ambassadors’ Week on August 29, Emmanuel Macron also made the fight against terrorism a priority of French foreign policy.
