Although already operational, the Alpes-Maritimes department has officially launched AGENCE06. It is a public administrative establishment whose main mission is to assist local communities by providing legal and technical support.
“The complexity of legislation has continued to grow. It places extraordinary responsibilities on mayors without their resources having evolved,” laments the president of the Alpes-Maritimes departmental council.
The idea of creating AGENCE06 came in 2014 from a discussion between Charles Ange Ginésy, then president of the community of municipalities, and Eric Ciotti, who was the president of the departmental council. A time during which France was not affected by the health crisis that complicates the work of mayors. In the meantime, the storm “Alex” also occurred. These events accelerated the establishment of this departmental aid process. “This idea came from a surge in the needs expressed by the municipalities. When I was the mayor of Péone, I was often devoid of resources,” recalls Charles Ange Ginésy.
It is primarily intended for small Maralpine municipalities. To benefit from this support, a symbolic contribution of 50€ will be required. About forty of the 99 eligible rural municipalities in the Alpes-Maritimes (meeting the criteria of article R 3232-1 of the Code of Territorial Communities) have already joined. To date, about twenty files are already being processed.
AGENCE06 will be under the responsibility of a working team led by Hervé Moreau as general director and Florence Rosa as operational director. This team consists of a legal adviser in public law, a public procurement adviser, an administrative coordinator, as well as one or more technical managers and financial advisers. Their role will be to provide technical, administrative, legal, and financial expertise to municipalities that sometimes find themselves lacking resources in implementing large-scale projects.
To ensure its operation, co-financing is provided by the Bank of Territories and the National Solidarity Agency amounting to 600,000€, not including the department’s contribution, which is expected to be higher.
With the creation of this AGENCE06, President Ginésy wishes to “take a new step today in supporting these territories.”
