The opinion of the residents must be taken into consideration
The delegation received on September 2nd by Prefect DREVET reaffirmed the opposition of the Communist and Republican Elected Officials to the law on local authorities, which challenges the role of municipalities and gives prefects the power to impose groupings of municipalities against the will of elected officials and populations.
Two days later, just as the residents of Beausoleil and Castillon did in 2009, the residents of the municipalities of Tende, La Brigue, Fontan, Saorge, and Breil sur Roya expressed by a majority of 87% their commitment to a close-knit intercommunality by voting for a community of municipalities in the Roya.
They rejected the forced attachment of their municipalities to the Agglomeration Community of the French Riviera, which the Prefect wants to impose without the deputy of the constituency, Jean Claude GUIBAL, raising any objections.
The residents of the Roya confirm that when the populations can express themselves, they do so against the expansion of intercommunalities and in favor of proximity to decision-making centers.
In harmony with the positions we defend in our respective municipalities and cantons of Beausoleil and Contes, we offer our full support to the residents of the Roya, to the associations they have formed, as well as to the elected officials who are mobilizing to make their voices heard and to decide their fate in full democracy against the absolutely intolerable dictates and prohibitions of the State representative in the department.
The only thing left for the Prefect is to take into account the opinion of the populations of the Roya by proposing at the next meeting of the Departmental Commission for Intermunicipal Cooperation to modify the Departmental Scheme project by creating a community of municipalities in the Roya, and for the elected officials sitting on this commission, among whom is the deputy mayor of Menton, to approve this modification to which the four Communist and Republican elected officials who are part of the commission fully adhere.

“Within the framework of the “territorial reform” law of December 16, 2010, the Prefect of Alpes-Maritimes—like all Prefects in France—presented in April 2011 his proposal for a map of intermunicipalities for the department.
The municipal councils of the 163 municipalities of Alpes-Maritimes have since voted to approve or reject this proposal.
Result: only 41 municipalities in favor of the Prefect’s plan; 112 against this division; (10 having not expressed themselves are officially considered favorable).
The community councils of the EPCI (Urban, Agglomeration, or Municipal Communities) have also voted.
Result: only three EPCI approve; 11 oppose.
Consequence?
All the “responsible” people claim that this prefectural scheme, so widely rejected, will be applied as is!
The Alternatives had already condemned the December 2010 law (see below for the regional statement of June 13, 2011).
The sinister and grotesque parody of democracy that has been taking place for four months with this consultation of municipal and community elected officials confirms and amplifies the rejection of this law.
