General Counsel and lawyer from Nice, it’s with an open heart that Marc Concas shares his views on a neighborhood he knows well and where he is starting to be recognized by the locals and shopkeepers.

As a sector-elected official, what is your feeling about the state of the old town?
Deplorable.

Squalor, insecurity… It almost feels like we’re back in the grim 1980s?
Worse, the 1980s never saw such a degree of insecurity.

It is shocking to claim that crime has decreased. This crude manipulation of statistics poorly hides a reality that the inhabitants of Old Nice know perfectly well.

What would be your solutions to solve these problems?
They are simple and the list is not exhaustive:

1°) For cleaning
– Complete renovation and modernization of all waste containers
– Modernization of garbage collection with new silent carts, optimized route circuit, and rotation
– Complete renovation of streets in line with what has been successfully achieved on Rue Rossetti. A recent and clean floor covering is the best guarantee of deterrence and prevention of incivility.
– Urgent consideration of the optimal placement of bins in the area with increased frequency of collection in the most frequented places.
– Constant rat control
– Increased presence of municipal police to prevent and repress acts of incivility of all kinds.

2°) For security and living environment
– A strong daily police presence throughout this sector which remains the showcase of the city.
– The urgent creation and installation of a police office in Old Nice
– Installation of surveillance cameras on all sensitive axes to effectively repress aggressions and traffics of all kinds
– Intensification of the fight against noise and increased repression of night establishments that disregard current regulations.

I have drafted a document titled NOISE COMBAT CHARTER, transmitted to all owners and operators of establishments hosting the public at night. Some merchants played the game of transparency by justifying documents demonstrating the compliance of the premises. Others have sent nothing. A list will be established and transmitted to the competent services.

I also sent the current Departmental Director of Public Security, Mr. SIGNOUREL, a long correspondence dated July 4th, sending him a very detailed summary note of the situation in which Old Nice is immersed due to serious security problems.

Don’t you think that display boards would prevent the walls of Old Nice from being soiled by hundreds of posters?
It’s obvious.
It’s also simple to implement, effective, and much less costly than the expenses generated by the removal of wild postings.
However, the current municipality refuses both the installation of panels and the cleaning of wild postings.

Regarding the non-existent public toilets in the neighborhood, what is your position?
I again recently asked Jacques PEYRAT to set up public toilets near pubs where beer trading is particularly intense and the effects of this type of beverage well known. I have received no response.

It’s regrettable. The mayor’s inaction will allow a few troublemakers to continue urinating in the streets of Old Nice at pub exits with complete impunity.

The violence is still present in the neighborhood after last year’s events.

When will there be a police station in the old city?
Last year’s events are the most serious that Old Nice has had to experience, the neighborhood having been confronted with an almost insurrectional situation.
Where are the police forces?
Where is the promised police office?
Residents of Old Nice were led to believe a Police office would be installed in the premises formerly occupied by IME ROSSETTI… However, this space is only used as a locker room for the municipal police.
What are the answers provided by the current mayor and current prefect?
None.

Jacques PEYRAT is chasing rats in the rubbish rooms of Old Nice. What do you think of this?
Pathetic because it’s neither his role nor his function.
It’s in the ranks of his municipal majority that Jacques PEYRAT should have concentrated his efforts. We would have avoided the legal troubles that we know and which durably tarnish the image of the city of NICE.

Finally, the wishes of the general counselor for his neighborhood?
I can only wish for the urgent realization of the projects that I have just enumerated. I continue my actions with the same energy and availability. (I remind you that I am reachable at any time on my mobile at 06 30 99 05 36)
I share the sufferings and difficulties of the residents of this neighborhood. I ask them for patience because the time for change will come.
