For the Carnival, the Civil and Citizen Reserve (RCC) of the City of Nice is mobilized to ensure missions of support and monitoring for the public and participants of this great popular celebration. This involvement of the Nice reservists in the carnival events is a first!
During the Carnival, their missions consist of preventing risks related to crowd movements and assisting the population. The preventive presence of the Reserve also enables a rapid escalation response in case of a major event.
Highly present at tram stops, where service is disrupted by the festivity and large crowds, they notably facilitate access to train cars for people with reduced mobility, an action greatly appreciated by the public. Reservists assist anyone in need of help, reassuring them while awaiting the intervention of rescuers who have been notified in advance.
The reservists operate from 4:00 PM to 6:00 PM during the day and from 10:00 PM to 11:30 PM in the evening. There are 28 reservists participating in the 16 parades and flower battles, with between 5 and 9 present at each event. They are overseen by an agent from the Deputy Directorate of Urban Risk Prevention.
Since September 2010, the City of Nice has established a communal civil security reserve called the “Civil and Citizen Reserve.” This RCC aims to develop preventive actions and intervene in crises, complementing the emergency services.
This reserve, organized around two sectors, Expert and Operational, has the following objectives:
– Develop a risk culture by raising awareness and informing the population,
– Assist emergency services in rescue missions,
– Provide additional trained human resources, especially during crises,
– Develop citizen engagement.
The reserve is made up of volunteers, citizens:
Volunteers from within (agents of the city of Nice or N.C.A)
External volunteers, (the Nice population, without distinction of professional origins or occupations: business directors, retirees, salespeople, nurses, civil servants, students, etc.)
