After several years of deliberation, the Commune of Villefranche-sur-Mer has adopted a new Local Urban Plan (PLU), which leaves little room for the production of social housing. However, the Local Housing Plan (PLH) of the Nice Cรดte d’Azur Metropolis requires the commune to aim for 60 social housing units per year.
Patrick Allemand will therefore appeal to the prefect of the Alpes-Maritimes to draw attention to the fact that the mayor of Villefranche-sur-Mer is disregarding the recommendations of the PLH of the Metropolis concerning his commune, even though he voted for the PLH.
But according to the Azurean socialist leader: “The metropolitan policy is nothing but an illusion. In reality, the Metropolis gives municipalities the freedom to develop Urban Plans that are in complete contradiction with the artificially collective rules.
The PLU of Villefranche-sur-Mer clearly shows Christian Estrosi’s inability to implement a fair and equitable housing policy in the Metropolis territory. The commune of Villefranche-sur-Mer can continue to encourage real estate programs at more than 10,000 euros per square meter (650,000 euros for a three-room apartment!!) while there are only 4% social housing instead of the mandatory 25%. To date, the Metropolis’s housing policy maintains and exacerbates territorial inequalities and real estate speculation.”
To achieve the desired outcome: “This policy should be entirely reoriented in favor of metropolitan residents. It should serve to fight speculation and promote social housing and affordable housing throughout the territory.
The PLU of Villefranche shows that it is time to change the Metropolis’s housing policy. The latter must be a means to free the territory from real estate speculation.”
