It’s a surprise but it’s the truth: 70% of people from Nice are eligible for social housing! This demonstrates how particularly delicate this issue is, and it’s no coincidence that the much-criticized ALUR law has addressed it.
In fact, the provisions for Access to Housing and a Renewed Urban Planning (Article 97) and for programming for the city and social cohesion require the inter-municipal public cooperation institution (EPCI) to create an inter-municipal housing conference (CIL).
The main missions of this body, co-chaired by the Prefect of Alpes-Maritimes or their representative and the President of the Nice Cรดte dโAzur Metropolis or their representative (Mrs. Dominique Estrosi-Sassone, a great expert in social issues, has been designated), are:
To provide a framework for the promotion of the Local Housing Program, with the objective:
To define and implement, with the main housing stakeholders, a partnership plan for managing social housing demand and informing applicants,
To develop the so-called “territorial balance agreement” to define guidelines related to the allocation of social housing and to meet the objectives of social diversity and balance between territories.
The Nice Cรดte dโAzur Metropolis includes 10 priority districts within the framework of the 2015-2020 City Contract. This conference brings together the stakeholders, namely representatives of local authorities, professionals, users, or associations advocating for disadvantaged people.
The role of this conference is to define and implement with the main housing actors the guidelines related to the allocation of social housing and changes in the social rental property,
It can make proposals regarding the creation of suitable housing offers and support for individuals.
