The ambitions of the new Local Housing Plan (2010-2015) compatible with the Local Urban Plan


The city of Nice has chosen to act on land use to enable the municipality to strengthen the progress made over the last three years. The difference with the previous Local Housing Plan 2003-2008 is that it represents a more widely shared political commitment:

A key condition for the success of the Local Housing Plan is the land strategy: mobilizing all planning and regulatory tools, integrating the Local Housing Plan into the Local Urban Plans (requirements for social diversity, sectors with a percentage of social housing, volume increase, etc.), working on density and economical management of space, and developing public-private partnership actions.

Promoting sustainable housing in line with the ethics of sustainable development: mindful of the environment, ensuring quality housing accessible to all and contributing to economic development.

Developing a sufficient and suitable offer to meet needs, from accommodation to controlled ownership access, to promote upward residential mobility and allow greater flexibility in the social housing sector.

Acting on the existing housing stock by supporting the renovation of large social housing neighborhoods and continuing the requalification of the private housing sector.

For reference, City of Nice and Nice Côte d’Azur housing budgets

2011: City of Nice = 7,300,000 M€ (including ANRU operations) NCA = 7,100,000 M€ (excluding ANRU + 5 M € (ANRU))

2010: City of Nice = 8,439,708 € (including ANRU operations) Nice Côte d’Azur = 6,156,146 € (excluding ANRU) + 5 M € (ANRU)

The primary challenge in Nice is mobilizing land resources and all existing tools for an annual production of 2,381 homes, including 779 social rental homes, 108 social ownership homes, and 1,394 free market homes.

For 2011, there are 1,091 social homes (compared to 728 in 2010) registered for validation and funding for the city of Nice alone, including 677 under Local Housing Plan agreements and 414 under Urban Renewal Project compensations.

The momentum initiated in 2008 has significantly improved the situation: we moved from producing 572 approved social rental homes per year from 2004 to 2007 to 946 homes from 2008 to 2010, an increase of 65%!

Nice is gradually improving the situation; however, there is no miracle, as the changes to be made are lengthy to implement and their effects are not immediate. Deliveries will not occur for 18 months for acquisition-improvement operations and 2-3 years for new construction operations.

The SRU Law

The number of social housing units as of January 1, 2010, for the City of Nice is 21,740.

The penalties paid in 2010 (inventory as of January 1, 2009) under the SRU law by the city of Nice amounted to €826,746. The amount was based on the latest SRU inventory conducted in 2009 and based on the production year 2008. It thus corresponded to the results of the choices made by the previous municipality.

Regarding the inventory on January 1, 2010, no penalty was paid in the 2011 fiscal year because the City deducted over 7,000,000 € in aid provided for social housing in 2009.

Currently, the City is in the process of inventory with the State for the period as of January 1, 2011. Given the deductible aid provided for social housing in 2010, €6,400,000, no penalty will be paid in the 2012 fiscal year.

Therefore, for the past two years, the municipality has been in a positive balance of several million euros not accounted for by the State.

Similarly, the triennial targets for 2008-2010 were set at 2,313 homes, and the City of Nice has reached 2,561.
