Yesterday, residents were invited to participate in a construction-site café. During this meeting, they were able to learn about the demolition work program for buildings 6 and 8, staircases 55, 56, and 57, as well as the project to create a new living space in the heart of the neighborhood.

Since 2010, the Moulins neighborhood has been undergoing a significant urban renewal operation. Nearly 220 million euros have been invested by the Nice Côte d’Azur Metropolitan Area and its partners to open up this neighborhood to the rest of the city and integrate it into the development dynamics of the Eco-Vallée. The reclamation of this urban hub continues with the New Urban Renewal Program (NPRU). By 2030, 92 million euros will be invested in this project.

This project aims to “change the neighborhood’s image, provide it with a safer living environment and better quality of life for its residents,” declared Christian Estrosi. Indeed, this neighborhood is among the priority targets of city policy. It currently has about 8,000 residents and is characterized by a high level of isolation, significant building degradation, and an economic and social situation among the weakest in the PACA region.

The new urban renewal program for the Moulins by 2030

The goal of the work to be undertaken in the Moulins neighborhood is to transform it into a genuine urban hub in the lower valley of the Var. The renovation innovations include several key points:

  • The urban restructuring and intervention on housing in two sectors of the neighborhood (Digue des Français/Mercantour) with the demolition of degraded housing, the rehabilitation of residential buildings by Cote d’Azur Habitat, and the redefinition of public spaces.
  • The demolition of 235 social rental units to open perspectives towards courtyards, open up place Amaryllis, de-densify a degraded neighborhood core, free and requalify the entrance to the neighborhood.
  • Then the construction of nearly 186 ownership or free rental housing units and nearly 750 m2 of commercial space on the ground floor: 91 housing units and 582 m2 of commercial premises in the heart of the neighborhood and 89 housing units and 152 m2 of commercial space on boulevard du Mercantour.
  • The requalification of nearly 800 housing units.
  • The requalification of the southern sector of the Bois de Boulogne: restructuring/extension of school groups.
  • Opening new roads and greening of public spaces.
  • Rehabilitation and change of use for buildings 15 and 16.

This will result in 29,000 m2 of public spaces created, 235 demolished housing units but 748 renovated housing units, 177 new housing units, and 2 reorganized school groups.
