What if we told the whole truth about this National Interest Operation by calling things by their real name? First of all, they talked about consultation? But what consultation? The etymology of the word explains it all: consultation assumes confrontation between the parties, the exchange of arguments, and the clarification of each person’s viewpoints.
But precisely, it is well understood that this “territory project” (of which one cannot deny all the strategic importance for the future city of Nice) has already been well conceived and tied up in all its forecast and implementation axes, decisions made, and land, real estate, and commercial interests probably taken into account…
Is the script already written, just like the score, and now it would only be a matter of playing the piece. A masquerade, then? (as the Green Party and Communist elected officials say) or simply commedia dell’arte!
The Board of Directors of the Public Development Agency of the Plaine du Var voted on a territory project and a financial protocol* aimed at engaging partner communities for the next 15 years.
The amounts correspond to the realization of the 4 Development Operations: Grand Arenas-Multimodal Hub, Nice-Méridia, La Baronne-Lingostière, and Saint-Martin du Var. Here is the heart of the territory project as summarized by the numbers. 4 development operations: an exhibition center of 80,000 m², a new business district of 370,000 m², an agri-food hub – forever disconnected from rail, an eco-district…
Annabelle Jaeger, Regional Councilor Elected Delegate for Biodiversity – Member of the Board of Directors of the EPA of the OIN Plaine du Var, is an uncompromising opponent: “Yes to an Eco-Valley, no to a National Operation which is reduced to 4 development operations, however HQE they may be!”
Annebelle Jaeger continues: “Not a dime for the agricultural project, for organizing movements on the scale of the Plaine, for the restoration of ecological continuity, for industrial ecology…
Yes, I voted against these two documents (one of 87 pages, the other of 38) which I became aware of a few days earlier and which will commit the community I represent for the next 15 years for an amount of more than 10 million euros.”
Yes, it seems just and reasonable to make another voice heard, one that is not that of systematic opposition but one of proposal to meet the objectives set out in the initial project of “Eco-Valley” Operation.
To conclude with a true alternative plan:
“Yes, it is necessary to redevelop the Plaine du Var to give it a new coherence and dynamic. This dynamic could have been that of a true eco-valley in the sense of:
- reconciling economy and ecology in this plain, such as supporting and implementing the industrial ecology project carried by the territory’s businesses;
- emphasizing the systematic creation of energy production by biomass, small horizontal wind turbines, roofing, solar, and geothermal;
urgently defining inalienable agricultural spaces and not compromising on cultivable areas. Agricultural spaces that are not just symbolic to supply the Azureans with quality and local products.
refocusing the project on local development and not betting everything on an international position;
developing by restoring the ecological continuities as revealed in the Study commissioned by the EPA on this subject;
stopping playing apprentices with levees that are unsuitable for the torrent regime of the Var, a short-term solution to recover lands for construction. The cost of this “supposed” domestication is enormous… And 3 out of 4 of the development operations have at least part of their perimeter classified in the blue zone.
planning connections with the Chemins de fer de Provence by enhancing related and economic activities…
No, I didn’t find that eco-valley in the documents presented. Beyond the main principles and the description of the ongoing projects by the EPA and the various communities involved in the OIN perimeter, the territory project boils down concretely to the 4 development operations.
It is not enough to paint the OIN projects green with High Environmental Quality to build a truly sustainable territory project.
Finally, once again, it is unacceptable that this territory project emerges following a mock public consultation that simply did not address development operations but only large principles for the next 30 years!”
