Jean Michel Blanquer, the Minister of National Education, was visiting the Paul Augier Hotel and Tourism School in Nice, accompanied by Christian Estrosi, the Mayor of Nice, President of the Nice Côte d’Azur Metropolis, and Deputy President of the Provence-Alpes-Côte d’Azur Region.

The minister and the Deputy President of the region Christian Estrosi were surrounded by: Cédric Roussel, deputy of the third district, Laurence Trastour Isnard, deputy of the 6th district, as well as Marine Brenier, deputy of the 5th district.

Also present were: The Prefect of Alpes-Maritimes, Georges-François Leclerc, and Madame Dominique Estrosi Sassone, Senator of Alpes-Maritimes.


After an initial speech at the Rectorate early in the morning, the Minister of National Education, Jean Michel Blanquer, was expected at the Paul Augier Hotel and Tourism High School in Nice.

Arriving as early as 11 a.m., an hour before the minister’s arrival, the press attachés were busy preparing everything. Nothing was to be left to chance for this ministerial visit. Even the press already had the press book in hand.

30 minutes later, it was the deputies’ turn to check in at the school’s reception. The deputies were smiling and seemed happy to meet. Some joked about the absence of the sun at the meeting.

The minutes passed, and soon it was noon. The minister was announced to be slightly late. The meeting took longer than expected.

12:20 p.m. Jean Michel Blanquer arrived, escorted by Christian Estrosi and the Prefect of Alpes-Maritimes, Georges-François Leclerc. The three of them greeted the deputies and present staff in turn. They entered the building under a guard of honor from the high school students.

Upon my arrival as head of the Provence-Alpes-Côte d’Aur region in December, I wanted to initiate a large construction and renovation plan for high schools.

The previous majority had not provided the necessary investment for our high schools. Under Vauzelle, he criticized, the budget decreased by 21% (47 million less between 2010 – 2015).

Nevertheless, he added, “high school student numbers have increased over the past 5 years with +2100 students in the Nice-Marseille academy and 4600 just in our Nice academy.”

He decided to stop the hemorrhage and increase the budget: + 262 million in 2017. For 2018, he plans for another 3% budget increase. He promises to commit 15 billion to upgrade welcoming conditions.

– several construction projects (Allauch, Châteaurenard, the Marseille International School City, in the Center Var and in Hyères.)

– 30 renovation operations (Masséna, Les Eucalyptus, Paul Augier…)

– A 35 Million security plan between 2016 – 2019 to raise the level of safety in institutions (alarms, video projection, enclosure security, safety mediators)

He then announced a renovation plan for the high school. Approved in committee on May 13, 2016, the restructuring of 18,000 m2, replacement of kitchen equipment, and a new 1390 m2 extension. All for a cost of 30 million (the price of a new high school)

An unprecedented investment demonstrating Christian Estrosi’s determination to turn the establishment into a center of excellence.

Project Progress

The chosen project management procedure selected the team composed of ABC Architecture Mendataire and its study offices. The development plan was presented to the minister.

It includes

– 1000 m2 of green spaces
– Extremely high-performance thermal treatment.
– Revised site circulation and functionality.
– Respect for the external envelope and visual identity of this well-known building in Nice while bringing a touch of architectural boldness.

Main Challenges

– Modernization of spaces and educational tools for greater overall functionality.
– Extension of 1300 m2 including a multi-purpose hall, sports hall, reorganization of educational kitchens with technology application rooms, and new Greta layout.
– Improvement of the thermal performance of building envelopes, particularly the south facade of the south building.
– Better management of access, deliveries, and waste.
– Replacement of kitchen equipment.
– Creation of an outdoor micro sports site.

He then detailed the steps:

– Next March: presentation of the building permit is the final preliminary project.
– December 2018: notification of work contracts.
– January 2019: start of work for delivery in the second half of 2021.

A restructuring that may seem long, but extending this site requires minimizing construction constraints on the quality of life within the establishment.
