The Alpes-Maritimes Department organized a conference titled: “Supporting Towards Employment”.
This was an opportunity for Eric Ciotti, Deputy and President of the Finance Commission of Alpes-Maritimes, to talk about the “Employment-Insertion Plan 06”. The time has come for an assessment, and also to set a new course for this policy.
“Almost exactly 4 years ago, the Department launched its ‘Employment-Insertion Plan 06’,” begins Eric Ciotti. “It provides a new impetus to the RSA system and redirects the Department’s actions, in a context of rapidly increasing unemployment and RSA allowance expenditures.” Indeed, Alpes-Maritimes has not been spared by the 2008 crisis. The numbers speak for themselves: the unemployment rate in 06 rose from 6.5% in early 2008 to 11% in 2015.
The Department decided to act. Eric Ciotti talks about a dual conviction: “the belief that no one is unemployable” and “the belief that most RSA beneficiaries can quickly find their way back to employment (…), as long as determined and effective integration levers exist”.
The primary objective then: to promote leaving the RSA. Thus, the Department and its partners have given “full meaning to the value of work”, through rapid orientation, support, and the resolution of obstacles (social difficulties, housing issues, etc.), but also by collaborating with companies. There was also a need for better rigor in managing the distribution of RSA benefits and in ensuring beneficiaries fulfill their obligations.
As a result: The policy mobilized nearly 600 million euros for allocation and insertion expenditures. In two years, the number of families benefiting from the RSA decreased by nearly 10%, despite a still challenging economic context. In the third quarter of 2017, a slight drop in the unemployment rate was noted, compared to 2015, with a rate of 10.3%.
2018, a new step in the integration policy
On December 8th, the Departmental Council approved the new integration program for the 2018-2020 period, with several innovations expected:
the continued development of the unified computerized insertion file
A 6-month experiment of a new tool for analyzing the local labor market. It will allow for the analysis of information on recruitment in each field and on each type of expected skill to direct people towards targeted applications.
the contact initiative: Each beneficiary will meet at least once a month with professional integration counselors, social workers, psychologists…
the “Tremplin” program. It offers tailored support for individuals facing the greatest social difficulties.
the mobility pack aims to resolve transportation difficulties.
Thus, for this new period, the Department has obtained “an agreement in principle for a 10 million euro grant from the European Social Fund”.
