After the announcement of a study on alternatives to tram line 4 between Nice and Cagnes-sur-Mer, the mayor of Saint-Laurent-du-Var defends the continuation of the project. Joseph Segura believes that the expectations of Saint-Laurent residents must be taken into account in the same way as those of Cagnes residents. For his part, Éric Ciotti mentions different arrangements to meet the needs of the municipality.
The questioning of tram line 4 is sparking reactions in Saint-Laurent-du-Var. Following the announcement by the Nice Côte d’Azur Metropolis, mayor Joseph Segura challenges a decision that could modify the planned service between Nice and Cagnes-sur-Mer. The elected official defends the implementation of this line and asks that the wishes of his municipality’s residents also be taken into account.
On October 13, 2026, Éric Ciotti, president of the Metropolis, announced a study entrusted to the Société des Grands Projets to examine several transport possibilities between Grand Arénas in Nice and Cagnes-sur-Mer, via Saint-Laurent-du-Var. Among the options being considered is a high-level bus service (BHNS).
This decision is based notably on the cost of the project, estimated at nearly 400 million euros, and on the opposition of Bryan Masson, elected mayor of Cagnes-sur-Mer in the first round of the 2026 municipal elections. Joseph Segura believes, however, that Saint-Laurent-du-Var’s position must also carry weight in the discussions.
Joseph Segura demands equal respect for both municipalities
In his response, the mayor of Saint-Laurent-du-Var criticizes the launch of new studies, after several months of uncertainty about the project’s timeline. « The study of alternatives to line 4 announced on October 13, 2026 by the Metropolis looks very much like a smokescreen pulled out of a hat to prepare for the abandonment of the tram. After months of uncertainty and deadlock, Saint-Laurent residents were expecting a decision and a timeline. They are offered new studies instead. »
Joseph Segura also questions the weight given to the results of Cagnes-sur-Mer’s 2026 municipal elections in the metropolitan decision-making process. The mayor recalls having been re-elected for a third term in Saint-Laurent-du-Var by defending the implementation of line 4.
« We simply ask that the given word applies to both municipalities », he states, referring to the commitments made by Éric Ciotti concerning the role of mayors in metropolitan decisions.
The elected official also highlights the transportation needs linked to his municipality’s economic and medical activities. The management of the Cap 3000 shopping center has defended the line’s interest in facilitating commutes for its 4,000 employees and access to the site. The Arnault-Tzanck Institute, which employs over 500 staff members, professionals and partners and records 880 patient passages per day, has also raised concerns about congestion at its access points and parking. The opening of the new Heart Institute strengthens these mobility issues, according to Joseph Segura.
Éric Ciotti mentions different arrangements in Saint-Laurent-du-Var
For his part, Éric Ciotti assures that he has met with the mayor of Saint-Laurent-du-Var in a calm atmosphere. The president of the Metropolis acknowledges that Joseph Segura wishes to see line 4 implemented, while believing that the project could evolve. « I received the mayor of Saint-Laurent-du-Var, I did not sense any anger in him. He is requesting this project, but this project, we can develop it perhaps slightly differently. There are notably areas in Saint-Laurent-du-Var that can be developed, I’m thinking of the parking lots. That’s what we discussed with the mayor in my office on Monday, in all serenity. »
These statements leave open the possibility of adapting the original project, particularly around Saint-Laurent-du-Var’s parking lots. They do not, however, specify which configuration could be retained or whether the tram will be maintained along the entire planned route.
The Société des Grands Projets must now study the different service options, including the BHNS and a bus connection to Vence. Pending the conclusions of this study, the future of line 4 remains uncertain, while Joseph Segura demands that Saint-Laurent-du-Var’s needs be fully integrated into the Metropolis’s decisions.
