The mayor of Cagnes-sur-Mer intends to maintain the principle of a curfew for minors under 15 years old. In a video published after the administrative court decision, Bryan Masson returns to the order issued two months earlier in the municipality.
The text provided for prohibiting children under 15 from circulating alone in the streets between 11 p.m. and 6 a.m. The measure had been challenged before the administrative courts by the Human Rights League (LDH).
In his statement, Bryan Masson believes that the order was based on data justifying the protection of minors. The emergency judge, however, appears to have expressed reservations concerning the duration of application of the measure and its permanent character.
« The emergency judge is surprised by the duration and perhaps surprised by the annual permanence of this order », says the mayor of Cagnes-sur-Mer.
The municipality therefore plans to reissue an order in the coming days. Bryan Masson assures that he wants to maintain a ban on circulation between 11 p.m. and 6 a.m. for those under 15 years old.
As summer approached, on June 15, Bryan Masson had announced three municipal orders dedicated to safety and public peace in Cagnes-sur-Mer. The first targeted gatherings likely to cause public order disturbances. The second extended to those under 15 the curfew previously applied to those under 13. A third text concerned the care of domestic animals left in vehicles during periods of extreme heat.
However, the public statement is not limited to the content of the judicial decision. The mayor directly attacks the LDH, referred to as « the League of rights of delinquents. » Bryan Masson also accuses the organization of being an « far-left organization » and of opposing decisions made in the name of security and public peace.
« But yet, there is one organization that is spared by common sense and that is the Human Rights League. Or should I rather say the League of rights of delinquents? », declares the new mayor of the municipality.
David Nakache denounces the remarks of the mayor of Cagnes-sur-Mer
The reaction from the left and civil associations was not long in coming. David Nakache, president of All Citizens!, reproaches Bryan Masson for attacking a human rights defense organization: « No, Bryan Masson, a mayor cannot attack and denigrate a human rights defense organization in this way. He must respect organizations and the citizens who are committed to them. »
The debate therefore now concerns both the maintenance of the minor curfew in Cagnes-sur-Mer and the remarks made against the LDH.
Bryan Masson, for his part, maintains his position. « On matters of security and public peace, I will not compromise », affirms the mayor, who announces a new order in the coming days.
