The Alpes-Maritimes department adopts its executed budget and announces new projects

Meeting in plenary session on May 29, 2026, the Departmental Council of Alpes-Maritimes adopted the single financial account for 2025. The authority also announced the creation of a Sea Center in Villefranche-sur-Mer, the launch of a call for expressions of interest for nursing homes and a candidacy for sponsorship of the future nuclear attack submarine “De Grasse”.

The Departmental Council of Alpes-Maritimes met in plenary session on Friday, May 29, 2026 under the presidency of Charles Ange Ginésy. On the agenda were notably the adoption of the single financial account for 2025, several projects related to the Mediterranean and innovation as well as a resolution concerning the French Navy.

The single financial account for 2025 was adopted by the departmental assembly. It now brings together the administrative account and the management account in a single format.

According to the data presented during the session, the result for the 2025 fiscal year stands at 15.5 million euros. Operating expenses reached 1.286 billion euros while investment expenses excluding debt represent 228.7 million euros.

“In a national context marked by constraints imposed on local authorities, the Alpes-Maritimes department demonstrates once again the strength of its financial model,” explained Charles Ange Ginésy. “We have kept our commitments to the residents of Alpes-Maritimes, without increasing taxes, by controlling our spending and maintaining a high level of investment. This is proof that rigorous and humane public management is possible. The Alpes-Maritimes department continues its commitment to serve its territory and all its inhabitants!”

Budget execution reached 99% of planned operating expenses and 98% of investment expenses. The department also indicates that it bore 137.5 million euros in state levies during the year 2025.

Regarding taxation, Alpes-Maritimes maintained the rate of transfer duties for consideration at 4.5%. Associated revenues amount to 566.7 million euros, up 15% compared to the previous year. The number of real estate transactions increased by 4% across the departmental territory.

Over 615 million euros devoted to social action

Social action remains the main budget item for the authority with 615.5 million euros in spending. The Alpes-Maritimes department reports an increase of 8.2 million euros in funding for people with disabilities and an increase of 600,000 euros for child protection.

The number of recipients of the active solidarity income decreased by 5.2% in 2025. The authority specifies that it devotes 18% of the RSA budget to employment support programs.

Departmental services also announce a 32% increase in overpayments detected as part of anti-fraud efforts.

Financially, gross savings reached 189.3 million euros. Debt repayment capacity stands at 4.3 years. Debt outstanding has decreased by 58 million euros over the past five years.

The Alpes-Maritimes Department also indicates that it renegotiated two loans with SFIL for a total amount of 51 million euros. This operation should result in savings of 1.2 million euros over the life of the loans.

Reconstruction of valleys after Storm Alex completed

Five years after the passage of Storm Alex, the Alpes-Maritimes department announces the completion of work within its jurisdiction in the Roya valley.

Since 2020, 282.3 million euros have been mobilized for reconstruction operations. Interventions notably concerned the reconstruction of 70 kilometers of roads and five bridges.

The figures presented during the session also show 1,610 families assisted in emergency, 900 companies supported and 18.8 million euros paid to affected municipalities.

A Sea Center “Loïc Leferme” in Villefranche-sur-Mer

During this same session, Charles Ange Ginésy presented the creation of the Sea Center of the Alpes-Maritimes department “Loïc Leferme”.

The future facility will be located at the Port of La Darse in Villefranche-sur-Mer, in the former armory room. The site will be located near the Institute of the Sea of Villefranche-sur-Mer and the Villefranche Oceanography Laboratory.

The project continues the maritime policies conducted by the department through the Sailing Plan and the Mediterranean Plan 06.

“At a time when the Mediterranean is facing pollution, climate change and the erosion of its biodiversity, we have a duty to act concretely to preserve this exceptional heritage. With the creation of the Sea Center “Loïc Leferme” in Villefranche-sur-Mer, the birthplace of modern freediving, the Department takes a new step by creating a center of excellence dedicated to maritime practices, cooperation, transmission and ecological transition.”

The Alpes-Maritimes department specifies that this center will bring together stakeholders from sports, scientific research, education and environmental protection around several missions related to the knowledge and preservation of the Mediterranean.

A call for expressions of interest for nursing homes

The departmental assembly also approved the launch of a call for expressions of interest intended for nursing homes on the territory.

This initiative aims to support the modernization of facilities and promote the development of digital uses and solutions based on artificial intelligence.

“Since the beginning of my term, I have made digital transition a major priority of departmental action. This ambition must now fully benefit the facilities welcoming our seniors.”

The departmental nursing home Jules Gastaldy Foundation, located in Gorbio, was designated as a pilot facility. The facility will have the mission of experimenting, testing and evaluating several innovative devices before possible deployment in other establishments in the department.

A candidacy for sponsorship of the future submarine “De Grasse”

Finally, departmental elected officials unanimously approved the candidacy of the Alpes-Maritimes department for sponsorship of the future nuclear attack submarine “De Grasse”.

This initiative is part of the sponsorship program developed by the French Navy between local authorities and military units.

The project pays tribute to François Joseph Paul de Grasse, born in Bar-sur-Loup, a figure in French maritime history whose name the future vessel will bear.

“By supporting the candidacy of the Alpes-Maritimes department for sponsorship of the future nuclear attack submarine “De Grasse”, we wish to pay tribute to an exceptional figure of our national history, but also of our local history.”

The department indicates that this partnership should make it possible to develop awareness-raising actions with the public, memorial initiatives and meetings with young generations around the missions carried out by the French Navy.
