Côte d’Azur Habitat celebrated its hundredth anniversary at the Mediterranean University Center. On this occasion, the Minister of Ecological Transition and Territorial Cohesion, Christophe Béchu, was present.

Security and low-carbon strategies were at the heart of the debates this morning at the Mediterranean University Center. One after the other, Anthony Borré, president of Côte d’Azur Habitat, Christian Estrosi, the mayor of Nice, and Minister Christophe Béchu took the floor. The first two outlined several problems they encounter in their territory. The discussion quickly turned to the SRU law (Solidarity and Urban Renewal). It requires the metropolis to offer 25% social housing. But it also focused on solutions to ensure safety in the most exposed areas of the Nice metropolis.

The president of Côte d’Azur Habitat also took the opportunity to thank the minister for his support in signing the agreement with the public prosecutor and the prefect. This agreement allows social landlords and the city to evict offenders from their social housing in case of serious misconduct. Of course, the mayor wished to remind that there is a gradation of reports made to the landlords. This allows differentiation between major and minor offenses.

Other measures will be taken

Among them, additional staff will be deployed. Their purpose will be to better ensure the safety conditions of other agents. They will be trained in prevention. But they will also be able to detect signs of radicalization. An essential work axis for Emilie Vasquez, responsible for safety and residential tranquility policies, “the goal is to preserve decent working conditions for the staff”. To implement these measures, security actions must increasingly be internalized in landlords’ missions. However, representatives of the landlords have still warned elected officials and the president about the urgency of the situation. Indeed, the number of assaults on the agents continues to increase. However, complaints do not follow the same growth. Conversely, due to pressure from attackers or the lack of complaint resolutions, they have decreased.

Getting inspired by what is done elsewhere

In the Toulouse area, Luc Laventure, general director of Toulouse Métropole Habitat, has implemented a vigilance plan at the heart of these sensitive zones. It relies on personnel management and aims to remove dealers from entrance halls. For this, he has called upon specialized organizations. As a result, more than eight hundred evictions per week are carried out. These plans also aim to prevent the installation of squats. A squat alone represents fifteen thousand euros. Since early 2023, seventy squats have been avoided in the Toulouse area. The solutions are therefore specific to each but also collective. Mutual support between offices and regions, as well as exchanges on implemented measures, will help restore calm to the sensitive areas that concern landlords.
