The new mayor of Nice, Eric Ciotti, announced the closure and sale of a property owned by the Nice Côte d’Azur metropolis located in Paris. The opposition challenged the presentation of the operation and denounced misleading communication.

Barely settled at the head of City Hall, Eric Ciotti staged a first political act. From the 7th arrondissement of Paris, the mayor filmed a visit to an apartment located on Boulevard des Invalides. This location served as a showcase for the Nice Côte d’Azur metropolis in the capital.

This address, known as the Maison de la Métropole, represented according to the new mayor a way of governing associated with his predecessor Christian Estrosi. The closure of the site was part of a repeated campaign promise. The candidate denounced a “Estrosi system” and a “lifestyle” deemed excessive.

In a video published on April 1, the mayor emphasized the immediate impact of the decision. “Savings start today in Paris,” he declared. The operation involves a 120 m² apartment, located in one of the most expensive areas of the capital. The estimated value is around 1.5 million euros.

In his speech, Eric Ciotti highlighted a direct reallocation of funds. The sale was meant to benefit the Communal Social Action Center. The stated objective is to support “the most vulnerable people of Nice.” The message aims to turn a real estate asset into a lever for social action.

The mayor reminded of a campaign commitment. “As I committed during the electoral campaign, elected president of the metropolis and now mayor of Nice, they will be closed in the coming days. These are very luxurious offices located in the 7th arrondissement of Paris.” The closure of the premises was presented as a first step in savings.

The opposition challenges

The opposition’s response was swift. Jennifer Salles, municipal councilor, responded quickly. The tone became harsher. The criticism targeted the way the announcement was formulated and communicated.

“What a beautiful fairy tale,” the councilor remarked. This phrase set the tone for a frontal challenge. The councilor questioned the reality presented. According to this perspective, the decision was not an exceptional initiative.

The disagreement centered on the ownership of the property. Jennifer Salles stated that the apartment “has been part of the private assets of the CCAS for over fifty years. It has always been rented out, and the revenues invested in the social action of the City of Nice. Being owned by the CCAS, the proceeds from a sale can only return to the CCAS.”

This clarification altered the reading of the announcement. The proceeds from the sale could not be freely allocated by the City Hall. The social allocation of the funds was already governed by the nature of the owner.

The opposition mentioned a communication operation that the mayor claimed credit for, related to a decision whose outcome was, in any case, dictated by the status of the property. The conflict thus became a matter of political narration.

The episode went beyond the mere real estate context, opening up a broader confrontation on the management of public finances. The notion of budgetary rigor became a battleground.
