In 2016, the broadcasting of Euro matches in unsecured public spaces was banned, and only the 10 “fan zones” in host cities in France, including Nice, channeled supporters “outside.”

According to the telegram from Place Beauvau to the Prefects and the police and gendarmerie chiefs, “I ask you to bring to the attention of elected officials that ‘big screen’ zones cannot be organized in open public spaces under any circumstances,” and “these broadcasts could potentially only be considered in enclosed or strictly defined spaces” such as stadiums or performance halls.

“In the current context of a terrorist threat, the regulations that were in place during the European football championship must be applied again with the same level of stringency,” the Ministry states.

They emphasize: “these broadcasts, organized under their responsibility, could only potentially be considered in enclosed or strictly defined spaces (stadiums, multipurpose halls, performance or congress halls, exhibition centers, etc.).” Access to these enclosed spaces must be “strictly controlled” by a security system “borne by the organizer” and must be subject to a preventive emergency plan.
