Last night at the Jules Romain College, a public meeting was organized on the theme of the New Urban Renewal Program (NPRU) for the Moulins neighborhood, in the presence of Dominique Estrosi Sassone, Chair of the Housing Commission at the Metropolitan Council.


In recent months, residents, members of the citizen council, association actors, merchants, and workers from the Moulins neighborhood participated in workshops for developing the new urban renewal project. These moments of debate and exchange provided participants the opportunity to express their needs and expectations in terms of housing creation, new public spaces and facilities, commercial revitalization…

The Nice Côte d’Azur Metropolis, attentive to their proposals, developed several redevelopment scenarios under the NPRU, which were presented yesterday starting at 6 PM in the multipurpose room of the Jules Romain College, packed to the brim for the occasion.

“Our goal through this New Urban Renewal Program (NPRU) is to continue the transformation of this neighborhood, which since 2010 has benefited from a major renovation operation,” declared Dominique Estrosi Sassone.

More than 200 million euros have been invested by the Nice Côte d’Azur Metropolis and its partners to integrate the Moulins neighborhood into the urban development dynamic of Eco-Vallée (creation of the West-East tramway line, construction of new roads, creation of squares, construction of social and mixed housing, opening and revitalization of businesses, job promotion…).

“The program implemented has allowed for the production of a quality urban study and to continue the NPRU,” added Dominique Estrosi Sassone.

Several proposals emerged: the desire to generate flow and movement in the neighborhood by opening it even more.

A list was established:

The need for a place that can testify to this opening; promoting the emergence of local services and businesses; developing and improving the quality of public spaces (like on Placette Arcs en Ciel); enhancing security, notably through surveillance cameras (Amarylis Square).

To densify the perimeter from Martin Luther King Avenue to Avenue de la Méditerranée. Some even suggested the return of a jewelry store to the neighborhood, causing general laughter in the room.

The neighborhood’s stadium will also get a facelift, with the addition of stands.

The idea of creating new schools or renovating old ones also emerged. Improving the living environment also involves accessibility for people with reduced mobility, declared the Chair of the Housing Commission. “But also through residentialization on a human scale, meaning fewer than three or four buildings per residence to recreate a connection among residents.”

The issue of the presence of student residences or nursing homes was also raised. The general idea that emerges is to create a culmination, an opening up of the neighborhood. This scenario, allowing for redesigning and revitalizing the neighborhood, will see the destruction of 235 housing units.

Another announcement is the creation of a micro sports site on an unused space that will feature a five-a-side football field, a street workout area, and pétanque courts, expected to be completed by the end of 2018.

Two more meetings are scheduled: one on November 13, and another on November 15.
